As a Technical Assistance to Brownfields (TAB) partner to the Kansas State University Brownfields Program, EJD+P led the development of a visioning document for four key redevelopment sites in the Windsor downtown core.
This work translated the existing vision and priorities of Windsor’s downtown Business Improvement District into clear, site-specific redevelopment concepts for the City. The visioning framework reflects downtown stakeholder goals for reinvestment, walkability, and economic vitality, and provides an actionable foundation to support brownfield reuse, funding pursuits, and future development—while reinforcing Windsor’s small-town character and long-term downtown strategy.
401 Main Street (Gas Station + Car Wash) Current Use: Vacant gas station and former car wash (P-shaped lot, ~0.25 acres)
Proposed Use:
• Ground floor: Small-format retail or market (possible grocery store)
• Second floor: Housing with rooftop patios and lake views 3 stories or 4 with penthouse- up to 65 feet tall with a 12 foot setback on the top floor
Key Needs:
• Environmental cleanup coordination (USTs, tanks, etc.)
◦ Work with CDPHE, Dept. of Oil & Public Safety, EPA Region 8
• Phase I/II ESA and funding for petroleum removal
• Concept plan with small retail suites, 1–3-bedroom apartments, and on-site parking
• Possibly a two- to three-story podium structure
