As a Technical Assistance to Brownfields (TAB) partner to the Kansas State University Brownfields Program, EJD+P led the development of a visioning document for four key redevelopment sites in the Windsor downtown core.
This work translated the existing vision and priorities of Windsor’s downtown Business Improvement District into clear, site-specific redevelopment concepts for the City. The visioning framework reflects downtown stakeholder goals for reinvestment, walkability, and economic vitality, and provides an actionable foundation to support brownfield reuse, funding pursuits, and future development—while reinforcing Windsor’s small-town character and long-term downtown strategy.
The 628 Main Street redevelopment concept establishes a vibrant mixed-use anchor at the west gateway of downtown Windsor, combining 14 artisan-scale boutique commercial suites on the ground floor with two upper stories of attainable housing totaling 28 residential units. The project preserves the community’s historic radio station on-site, incorporates a cottage housing court for neighborhood compatibility, and organizes parking within a rear court to maintain a walkable Main Street frontage. With four-story capacity, form-based zoning alignment, and a carefully integrated mix of living and working opportunities, the site becomes a catalytic residential and retail hub that strengthens downtown’s identity, supports local entrepreneurship, and expands Windsor’s diverse housing options.
The 628 Main Street site sits on the north side of Main and currently includes a mixture of residential rentals, small vacant buildings, and the local radio station. The radio station remains a key cultural asset on-site and should be preserved, with staff access and functions maintained at the rear of the property. The overall redevelopment vision is to create a housing-focused, cottage-court mixed-use infill project that becomes a catalyst for Windsor’s emerging downtown residential framework.
