Park County Strategic Master Plan and Land Use Code Update Recommendations

EJD+P partnered with Park County to develop the Park County 2040 Strategic Master Plan and Land Use Plan Update—a comprehensive, community-driven framework to guide growth, investment, and stewardship over the next two decades.
Led by Electra Johnson and Sky Tallman, the project connected land use, housing, transportation, infrastructure, and natural resource protection with the lived realities of Park County residents. The planning process emphasized listening first—engaging communities across the county to understand what it truly means to live, work, age, and build a future in a high-altitude, rural landscape.
The plan addresses critical challenges facing Park County, including housing affordability, aging infrastructure, road maintenance, wildfire risk, access to services, and the pressures of tourism and development—while protecting the county’s defining assets: open landscapes, wildlife corridors, water resources, and strong rural communities.
Grounded in local values and shaped through extensive public outreach, the Park County 2040 Plan provides a clear, practical roadmap for resilient growth—balancing private property rights, fiscal sustainability, environmental stewardship, and quality of life for current and future residents.

Our Outreach in Action: We met with residents in every corner of Park County—on ranches, in fire stations, at town halls, and through bilingual surveys and online tools., Workshops, interviews, and visioning sessions shaped a plan by the people, for the people.
The Result: A clear, actionable roadmap that: Protects what makes Park County special—its open spaces, rural life, and wildlife, Guides responsible development and affordable housing solutions, Strengthens infrastructure and local economies, Promotes fair and transparent governance
