Site 1-215 Forth Street

As a Technical Assistance to Brownfields (TAB) partner to the Kansas State University Brownfields Program, EJD+P led the development of a visioning document for four key redevelopment sites in the Windsor downtown core.

This work translated the existing vision and priorities of Windsor’s downtown Business Improvement District into clear, site-specific redevelopment concepts for the City. The visioning framework reflects downtown stakeholder goals for reinvestment, walkability, and economic vitality, and provides an actionable foundation to support brownfield reuse, funding pursuits, and future development—while reinforcing Windsor’s small-town character and long-term downtown strategy.

Architectural Program – 215 Fourth Street

(Windsor – Site 1)

Total Approximate Building Area: ~30,000 SF (excluding rooftop terraces)

Current Use: Vacant co-working building

Proposed Use: Multi-story, mixed-use marketplace with restaurant, retail, offices, and rooftop venue

Site Overview & Design Intent

• Location: Prominent Main Street parcel in Downtown Windsor

• Design Approach: Tear down existing structure; construct a new Main Street brick façade with active storefronts, industrial-modern accents, and unique placemaking elements.Community Activation: Integrate roll-up doors, outdoor seating, and “Made on Main” flex maker/retail spaces.

• Parking Strategy: Utilize cash-in-lieu agreements and rear/backlot parking; explore shared parking agreements.

• Streetscape: Prioritize pedestrian-friendly design, wind mitigation, outdoor dining, and visual interest.
